Base on the recent changes announced for DV-2014 program, natives of Guatemala are eligible to enter the upcoming green card lottery.

According to the regulations of green card lottery (Diversity Visa Program) those born in any territory that has sent more than 50,000 immigrants to the United States in the previous five years are not eligible to receive a diversity visa.
